Building and Planning Services

You may require both planning and building approvals prior to undertaking any of the following:

• Undertake building works
• Change the nature of the use of a building to another use
• Undertake land clearing
• Excavate land or place fill
• Erect street signage
• Subdivision or a boundary adjustment, or
• Make other modifications to a building or land

The planning approval process is typically the first of several other approvals that you will require if you develop your property. For instance you will require a building permit for most construction works. You may also require other approvals such as a Special Plumbing Permit for on-site wastewater disposal or approval from Council or another organisation to construct vehicular access or connect your land to reticulated services. It is important to receive a planning permit prior to proceeding with building and other approval processes.

Council’s Customer Service Officers are the first port of call for enquiries relating to planning and building applications and can advise you of whether you will need to lodge a planning application if you are in doubt. Information can also be obtained on the documentation which will be required to support any planning or building application which will alleviate delays in assessing your application.

Planning and Subdivisions

A planning permit is often required before you use, develop or subdivide a property. To assist with making an application for a planning permit or enquiring into an application before Council, the Council’s Customer Service and Planning Officers are available to discuss your plans.

Domestic Wastewater

Council approval is required to install or alter an on-site wastewater management system including septic tank, Aerated Wastewater Treatment System (AWTS), absorption trenches, and composting toilets. A report from an accredited, suitably qualified wastewater consultant must be provided along with an application for a special plumbing permit.
